This Issue Can Be Due To Anti Virus Software.

Delete Any Temporary Internet Files.

If You Are Using Internet Explorer Open It And Go To Tools > Internet Options > Click The Content Tab > Click Clear SSL. ( Do Same Action In Other Browsers).
