Russia: From January 2015 ban on paid TV ads

In Russia will pay forthcoming law prohibiting advertising on pay stations. Russian President Vladimir Putin yesterday signed a law that prohibits advertising on pay TV programs. The new law will enter into force on 1 January 2015.

Novánkou law "On advertising" will ban the dissemination of advertising for television stations, which are available on a subscription basis and (or) with the use of technical equipment decoding. The law approved by the State Duma and the Federation Council in early July this year.

By law, this requirement does not apply to national public television channels and also television station distributed via terrestrial broadcasting. This means that advertising is prohibited on paid cable and satellite channels, as well as on stations that broadcast over the Internet.

Roscomnadzor, which oversees inter alia, the media, compiled a list of 1,400 pay-TV programs, which will cover changes in legislation and therefore ban the dissemination of advertising. Approximately 300 channels of federal and sending the majority of the territory of Russia.

Against the law is in favor of the Council President for Human Rights (SPCH). In their view, the approved law bring price increases subscription pay-tv service but also the completion of a number of television stations. Some stations use mixed funding model - in addition to the fee income from subscribers to the operation of the stations also funded by advertising.
