starsat 2000hd ace problem pls help

i have starsat 2000 hd ace which signal light and on off blue light nothing else remote tv etc no response some one said flash ic problem some said software problem install new software but prob is that i cant make connection correctly with rs 232 cable so not able to install new software some pls help me what to do
