Unable to reply a PM

A forum member had asked something about an issue from me through PM. I replied him but PM is still lying in my outbox for last 3 days and has not been sent to the member. I created another reply but that is also not sent and lying in my outbox.

jab tak wo particular ID board pe online nahin ho ga' app ka PM app ke out box main hi rhe ga.
actually this system does not work like hotmail or cellular phone.
so PM ka out box main hona confirmation bhi hai ke targeted ID ne app ka reply abhi read nahin kya.
