Install karna chahta Hon . Plz Advice me which one is better Win-8.1 or Win7 For better performance ?

Bro check in tasbar by hitting keys ctrol+alt+del... you will se the app on top that is causing speed down.

what is ur laptop's configuration i,e processor ,RAM etc or only tell me the model of machine.?
For Windows 64bit ,,,,4GB RAM is recommended.

these utilities are not recommended for Windows 8 or later ,works well with slower machines having <1GB RAM and earlier OS like Windows XP.

Windows 8.1 is much better if you have good system i.e better RAM better Processor....
Make C drive small
Do clean installation of windows via usb boot method
Don't use heavy antivirus like AVG,Kaspersky etc
Make as much free space in C drive
Turn off automatic updates.
Use C Cleaner regularly.
Turn off back ground running apps like skype,zenmate,download manager etc
If possible try to use Windows 10 if your system configuration allows you...I am using this it is much faster,more advance security features windows has more control for installing or running new apps
