How to flash Tiger High Class HD new

My Tiger High Class HD new receiver is stuck at boot logo. I need to flash it to get it working again. Help from Dr. Timor is solicited for detailed procedure how to go about it. I have downloaded the dump file along with bootloader. Which file I need to add from the folder in the browse field. Regards
