STARSAT 9999 HD 22kHz problem/signal problem

i have starsat 9999 HD and Neosat 9900HD spectra plus attched directly with Ku band Unuversal twin LNB without any diseq switch, only NSS6 and Insat 4B 95 degree and 93.5 degree.
i have problem in starsat 9999HD; some of the transponder signals fluctautes between 0 and 70 % while some are stable at 72%, when i change the option of 22KHz to "auto or ON" inside receiver, the transponders which were fluctuating becomes stable while others which were already stable now fluctuates b/w 0 and 70%, i m using LNB type"Universal" inside receiver.
in neosat 9900 all the transponders are working ok, no fluctuation, no need to change 22khz it is by default disable on universal type option. i have tired to change the pin of both receiver but problem still exists inside starsat only.

another issue if i select channel on neosat the same channel will some time shows no signal on starsat but i change that channel\transponder the channelos starts.

if u have any solution plz share , b/c i don't want to change settings of 22khz for each channel
